Cost & EVM Lead / Senior Project Controls Engineer

The Opportunity
We are supporting the delivery of a major infrastructure programme and are seeking an experienced Cost & Earned Value Management (EVM) professional to join a growing Project Controls team.
This is an excellent opportunity for an established Cost Engineer, Senior Project Controls Engineer, or Cost & EVM Lead to play a key role in driving project performance, cost assurance, forecasting accuracy, and programme controls across a complex, high-value project environment.
Working alongside project, commercial, planning, and delivery teams, you will be responsible for developing and maintaining robust cost control processes, providing meaningful performance insight, and supporting informed decision-making throughout the project lifecycle.
Key Responsibilities

Lead cost management and Earned Value Management activities across major programmes.

Develop and maintain integrated Cost Breakdown Structures (CBS) and Work Breakdown Structures (WBS).

Produce and analyse earned value metrics, performance reporting, and project controls dashboards.

Manage forecast-at-completion (FAC) and estimate-at-completion (EAC) processes.

Support monthly cost reporting, accruals, forecasting, and financial performance reviews.

Maintain cost and change control procedures to ensure programme governance and compliance.

Identify cost trends, risks, opportunities, and potential variances against approved baselines.

Collaborate with planning, commercial, finance, and project management teams to provide integrated project controls insight.

Support programme assurance, audits, and performance reviews.

Drive continuous improvement across cost management and project controls processes.
About You
We are interested in professionals who can demonstrate:

8–12 years' experience in Project Controls, Cost Engineering, or Cost Management within major project environments.

Strong Earned Value Management (EVM) expertise and practical application on complex programmes.

Experience integrating CBS and WBS structures to support effective performance measurement.

Proven capability in forecasting, estimate-at-completion, forecast-at-completion, and cost performance analysis.

Experience managing accruals, cost reporting, and change control processes.

Strong understanding of project controls governance and performance management frameworks.

Advanced analytical and reporting skills.

Excellent stakeholder engagement and communication abilities.
-
Experience within infrastructure, transportation, utilities, energy, defence, nuclear, or other regulated sectors is highly desirable.
